Who pays to clean up a crime scene?

First let us take this question apart a little bit. There is no clear cut answer because every situation is different. In cases where the Police accidentally shot someone it may be the Police Department that is helping with costs. This is becoming much akin to the old style of individual health insurance that some of us remember the nuance of in the 90’s and early 2000’s.
